lThe 2001 Census identified 103 caste and Ethnic groups and 92 Languages and dialects

lMarginalized and other disenfranchised community constitute a significant part of Nepal’s population .
lDalits community comprises of over 12% approximately of 25 million people of Nepal , Similarly other disenfranchised groups such as Santhal , Rajbanshi , Mushar so on constitute over 2 million people in aggregate .

The trend of modern Urbanization and the and development of a Mega city in the due course of time due to the rise in the population, the migration of people for Agricultural and fertile land and looking for the better opportunities and the economic development and progress, The movement of people (dynamics of Social factors) has led to the distortion, depletion and Degradation of the tangible as well as the intangible environment around us. The Developing countries are facing major challenges in terms of resource utilization for the mankind. There are numerous instances on which we have noticed that environment, nature and ecosystem is being harmed while the natural habitat of the wild animals is used by the man for living and shelter. The massive exploitation of the Soil from the Rivers is becoming a treat yearly such as soil erosion, flood and the natural calamities and disasters have created havoc to the Mankind Literally the meaning Environmental protection is understood in a very narrow sense of Planting a Trees, of course planting a tree is a good step towards the preservation of the Environment in the years to come. However there are many dimensions of the Environment protection such as Legal, Political and social and Private –Public Participation in the Development and conservation, preservation and protection of the Environment. The various measures are equally important and from micro to macro level the relationship is interdependent among the various dimensions. Such as in the Nepalese context Environment Protection Act, 1997 objective was to preserve the Nature for the Sustainable Livelihood by gaining the Socio Economic Advantages, ie the Utilization of the Natural Resources for the Economic Development and addressing a disparity among the poor and the rich in terms of the resources allocation, also maintaining a sound Ecosystem. Despite the legal provisions and statutes, the development as Expected in the National planning agendas of Nation.
The Other major hurdle in achieving a stable and harm free environment is political Environment. If the political situation of the country isn't stable like ours, the effective policies can't be framed, because of the instability in the Politics of the Nation which is the utmost important aspects as it is understood as vehicle to drive the needs desires and expectation of the citizens in terms of representation of voices and their sentiments. The Sole Responsibility of framing a statute lies with the Parliament. Hence as a prerequisite condition the representative of the people must be fair and the election must be free and fair from any kind of discrimination or irregularities. Hence the Statute Framed by such legislation must be based on the interests of the Nation and public .This is the key areas in which the role of the political leadership is crucial in formulating a Law based on the interest of the Public.

The general living standard of Nepalese is still below the mark in the very rural and hilly areas and still the minority and some of the indigenous and marginalized population lives in a jungle and their basic amenities are fulfilled through their nearby Nature. The Nuclear family culture and practice ie rapidly becoming a life style's of the cities life is major concern for the Environmentalist, the usage of ultra modern facilities and excessive usage of artificial equipments and polluting the Rivers , stream and main sources .

In the deep summer the supply of the Water is inadequate to meet the demands of Population and the pollution from the Vechile, factories and industries and the contamination of the drinking water is becoming a daily life style

And the illegal practice of killing, cutting, and importing of Flaura and Fauna have been creating a series of hurdles in achieving the inseparable inter-relationship between the economic development and environment protection. .

The year by year flooding and natural disaster are destructing the Man made possession in no time comparing it to time taken to creating, shaping and building it the infrastructure. Hence in Nepal due to the Natural calamities many people have been displaced and their labour and skills by which they have build it is becoming a wastage hence , ultimately hurting the Gross Domestic Products and Gross National Products of a Nation , again it can been seen in relation to socio-economic standards of a nation .

The rapid loss and extinctions of species is huge threat to biodiversity, ultimately due to improper executive policies and lack of skilled manpower, the large category of Natural resources and biodiversity that are found only in Nepal are remaining as Untapped due to Ineffective Policies and Procedures of government.

A Sound Environment protection and its rationale usage is a indicators of Developed Nation. Hence It is a circular responsibility of the people, the various Legal statutes , Instruments and Mechanism , and most importantly the policies of state must be reformed to achieved a Healthy Environment and to achieve economic development which is dire need of our nation and in addressing the problems of poverty Reduction
